39 MVNO licenses issued in Thailand – only six have launched

Thailand’s National Broadcasting and Telecommunications Commission (NBTC) has issued 39 MVNO licenses since the introduction of MVNO in Thailand six years ago.


The company, Clear Cloud Co., Ltd, is the latest to obtain a MVNO license in Thailand. The NBTC provided the company with a MVNO license on December 22, 2015. Clear Cloud’s license marks the 39th company to obtain a MVNO license in Thailand, since MVNO was introduced in Thailand six years ago - however only six MVNOs have launched.



Prior to Clear Cloud, Advanced Info Service Public Company Limited (AIS), also managed to obtain a 5-year MVNO license from the NBTC.

The MVNO licenses of its two subsidies; Wireless Device Supply and Advanced Mobile Broadband Co., Ltd expired on 27. July 2015.

The mobile network operators, AIS, JAS and True, all have MVNO licenses, either directly or via subsidies.

However, none of them have accepted any MVNOs on their own network. The two state telecom operators, TOT and CAT Telecom remains the only two operators to host MVNOs.

MVNO licenses expired for the following companies in Thailand 2015:


  • I Talk Plus (Advanced Telephone & Telecom Co., Ltd),
  • GMM Grammy Public Company Limited,
  • C.T. Telecom Co., Ltd,
  • True distribution and sales Co., Ltd. (True Mobile Group)
  • FTTX infra (Pattaya) Co., Ltd


While, Mobile Plus Ltd (under SAMART), A2network (Thailand) Co., Ltd (under a2network Japan) and Real Move Company Limited (under True Corp) extended their MVNO licenses in Thailand to 2020
